Denmark: DPP demands 28-year-rule</p>
<p>The Danish People&#8217;s Party wants to raise the marriage immigration age to 28.    At the same time, the party <a href="http://www.berlingske.dk/politik/df-vil-sortere-blandt-udlaendinge">suggests excluding Westerners</a> (DA) from the new  requirements. </p>
<p>Kristian Thulesen  Dahl of the DPP explained  that this is already the case for such things as visa requirements.   This way Denmark would get Western immigrants  from the same cultural background, and fewer non-Western immigrants and this will mean fewer conflicts in  Danish society. </p>
<p>Forced and arranged marriages are most widespread in other cultures, he  points out, and mentions that Turkey and Pakistan are problematic  countries. </p>

<p>The Danish People’s Party is threatening the government’s educational grant and early pension reforms if it does not increase to 28 the age at which Danes can marry foreign spouses and bring them to Denmark, according to Berlingske Tidende.</p>
<p>The DPP has called for an increase to 28 years of age of current rules stipulating that Danish nationals must be at least 24 before a marriage to a foreign spouse enables a family reunion, but that dispensations should apply for western nationalities.</p>
<p></p>
<p>“It will be one complex (Ed: of reforms). Particularly because we face a lot of tasks this autumn. And an election is looming in which we have to present our views to the electorate,” says DPP Leader Pia Kjærsgaard.</p>
<p></p>
<p>The government, however, appears unwilling to link the issues.</p>

<p><span>Following a lower chamber debate, 183 lawmakers opposed the ban, 162 voted for it and two abstained.</span>

<p>The nonbinding proposal had been put forward by the leading opposition Popular Party, which portrayed it as a measure in support of women&#8217;s rights. The ruling Socialist Party opposed the ban.</p>
<p></p>
<p>&#8220;It is very difficult to understand how it is that our troops are defending liberty in Afghanistan and the government doesn&#8217;t have the courage to do so here, in Spain,&#8221; said opposition spokeswoman Soraya Saenz de Santamaria in Parliament.</p>

<p>&#8220;This has been used politically in a search for electoral support,&#8221; said Mansur Escudero, president of the Islamic Commission of Spain. He said he last saw a woman wearing a burqa in Spain 10 years ago in the southern city of Marbella, where Saudi Arabia&#8217;s royal family and other wealthy Arab clans own large homes and estates.</p>

<p>Escudero said the woman could have been a tourist. The only woman he knew who regularly wore a burqa had lived in the southern city of Cordoba and died about a decade ago.</p>

<p><span>Germany&#8217;s financial market watchdog is investigating a report that an Iranian-owned bank in Germany is helping the Islamic Republic do business linked to its nuclear programme, the government said on Monday.</span></p>
<p><span>According to the Wall Street Journal, the European-Iranian Trade Bank AG &#8212; called EIH Bank in Germany &#8212; has done more than one billion dollars&#8217; worth of business for Iranian firms, including some blacklisted by the United Nations, the United States and the European Union.</span>

<div><span>Germany&#8217;s Finance Ministry said the central bank and financial market watchdog BaFin were investigating the matter.</span></p>
<p><span>&#8220;The banking oversight currently has no findings about the infringements reported, but BaFin and the Bundesbank are investigating these accusations against this bank,&#8221; ministry spokesman Michael Offer told a news conference.</span></p>

<p>Minorities in Flanders think that public broadcaster VRT presents immigrants in an incorrect and biased manner, in fiction and non-fiction.  This according to Hatim El Sghiar in his doctoral dissertation at the Center for Media Culture and Communications Technology at K.U.Leuven.</p>

<p>&#8220;Minorities don&#8217;t recognize themselves in what appears on the VRT screen,&#8221; says El Sghiar on the basis of deep-interviews with 102 Flemings of Moroccan and Turkish origin.</p>
<p>&#8220;To effectively do pluralism, you should first understand minorities on more levels than just the ethnic and religious ones.  Minorities now rarely appear on VRT on, for example, an economic or political issue.  They seem to only appear in incorrectly framed religious and ethnic issues, which confirms the cliches,&#8221; says the researchers.  More immigrants on the screen is in itself no guarantee for improvement, as the interviewees were particularly concerned about what was said.</p>
<p>Together with adviser Leen d&#8217;Haenens, El Sghiar wants VRT to commit in its next contract with the Flemish government to measurable commitments regarding minorities. </p>
<p>El Sghiar says that the public broadcaster should provide independent, quality information and offer all Flemings Flemish fiction with which they can identity.  It would be a step forward if the contact with the government would apply to minorities, with the proper monitoring and evaluation of  functional quality.</p>
<p>D&#8217;Haenens calls for monitoring the commitments by including minority representatives in viewer panels.</p>

Denmark: Can I fight for a Christian country?</p>
<p>A recent Q&#038;A on Danish newspaper <a href="http://www.religion.dk/artikel/371209:Spoerg-om-islam--Muslim--Maa-jeg-kaempe-for-et-kristent-land">Kristeligt  Dagblad&#8217;s religion portal</a> led to a storm of opinions.</p>
<p>The question:</p>
<p>Salaam alakayium, I&#8217;m a boy of 18 who wants to ask a question: I&#8217;ve been  to the army&#8217;s [recruiting] day in Slagelse, and I was born and raised  in Denmark.  When I&#8217;m thinking about it now, my parents are from  Pakistan and I&#8217;m from Denmark.</p>
<p>So my question is: is military service permitted by Islam, and what now,  if I&#8217;m considering being a soldier for Denmark or doing some form of  training in defense of the country where I will live my whole life?</p>

<p>Is it permitted to be a soldier and fight for a Christian country which has so many Muslims?  And if it&#8217;s not allowed, in which way, and if it&#8217;s allowed, in which way?  I&#8217;m really confused on this issue.</p>

<p>Wa aleikum al salam,</p>
<p>It&#8217;s allowed to do military training in a non-Muslim country, if during the training you can still practice Islam and at the same time, it&#8217;s not required that you carry out acts which are not permitted in Islam, including serving as a silent and obedient slave-soldier for oppressive governments, which unfortunately wage wars for their own interest above the people&#8217;s welfare.</p>
<p>For example, I can&#8217;t see who a Muslim can be stationed in Afghanistan, without at the same time helping to support oppression, which unfortunately is taking place.</p>
<p>I can see possibilities elsewhere though.  Some of the military training can be done while at the same time keeping away from the wars, our government has gotten involved in.  You&#8217;re not forced to be stationed abroad.  You can easily serve as a soldier at home.  This depends though on the training you&#8217;re taking.</p>
<p>With my limited knowledge in this area, I think that combat troops are forced to be stationed abroad when you&#8217;re finished training, while people in the Royal Guard have the option of serving in Denmark and not getting involved in the government&#8217;s foreign affairs.</p>
<p>I therefore advise to explore your options and choose those that suit you best.</p>
<p>I myself have great interest in the military and strongly considered after finishing high-school (HF) to start military training, but dropped the idea and put other priorities ahead of it.  If you are passionate about it, I again advise you to explore your options.</p>

<p>This led to quite a few opinion pieces in response.</p>
<p>Theologist Bo Grünberger:</p>
<p>&#8220;.. a democratic government&#8217;s attempt to defeat a barbaric regime, which publicly beheads people, bans music and forces women and men into a fanciful hell of a prophet&#8217;s dream, can&#8217;t be called oppressive, unless there is something very wrong with one&#8217;s perception of reality,&#8221; wrote Bo Grünberger, who also criticized Kristeligt Dagblad for using Mohammad Al-Jizani as a responder.</p>
<p>As did Johan Aa, who thinks Mohammad Al-Jizani&#8217;s answer is an expression of a different form of oppression.</p>
<p>&#8220;Is this the image that Al-Jizani himself &#8211; in a distorted understanding of religion &#8211; wants to serve as a silent and obedient slave-solder for an oppressive Islam?&#8221;</p>
<p>Other Muslims also joined in the debate, including Safia Aoude, a jurist and teacher at a Muslim school.</p>
<p>&#8220;Muslims are obligated to defend their homes, both by the Koran and the Prophet&#8217;s example, and therefore also the country where you and your family live in.  Therefore it&#8217;s not only permitted, but also laudable and benefits the community, if you get military training, for example, the Danish army,&#8221; says Safia Aoude, who stresses that the Danish army allows you to opt out of participating directly in war.</p>
<p>&#8220;If you don&#8217;t want to fight for Denmark, for example, in other parts of the world, the Danish military system leaves you plenty of opportunities to do civil service.  In recent years the military in Denmark did a lot to give a place to the religious needs of Muslim soldiers during training and service, although it hasn&#8217;t yet introduced a hijab uniform, but I&#8217;m certain that will also come sooner or later,&#8221; wrote Safia Aoude.</p>
<p>Aminah Tønnsen, a Muslim lecturer and author of several books about Islam, criticized the war in Afghanistan.</p>
<p>&#8220;In my view there&#8217;s nothing to prevent a Muslim from training for the Danish army.  However, it&#8217;s problematic if he&#8217;s then stationed in war-like conditions, as the Koran only permits defensive war,&#8221; wrote Aminah Tønnsen, who generally rejects the belief that war is a solution.</p>
<p>&#8220;I don&#8217;t think that you can establish people, freedom and democracy by force of arms, death and destruction,&#8221; writes Aminah Tønnsen.</p>
<p>The fierce debate led Mohammad Al-Jizani to respond:</p>
<p>&#8220;Overall, I&#8217;m very much aware how oppressive and barbaric is the Taliban.  I myself am a strong opponent of theirs.  Therefore I think that such tyrants should be removed from power.  I don&#8217;t support, though, anybody who wants them removed.  A superpower like the USA have their own interests in the country, and I don&#8217;t think that moral people should support them,&#8221; wrote Mohammad Al-Jizani and added that his answer shouldn&#8217;t be seen as a criticism of Danish soldiers.</p>
<p>&#8220;I have a lot of respect for our soldiers and veterans, and I&#8217;m convinced that they do it in good faith and really want to help the Afghans and make a difference down there, which is a noble idea.  Additionally, I have friends who&#8217;ve been stationed in Afghanistan and I&#8217;ve talked a lot with them about the war.  This doesn&#8217;t mean though that I exclude other opinions and don&#8217;t look at the war objectively.  The war is unjustified and I prefer that people don&#8217;t get involved in it, but instead serve in Denmark.  It&#8217;s much more noble to defend and serve one&#8217;s country than to wage war against others,&#8221; wrote Mohammad Al-Jizani.</p>

<p>People sometimes focus on Muslim demographics in Europe.  However, as this report shows, Muslims make up just a quarter (25%) of immigrants in Germany.  Why the focus then?  One reason is that Muslims are a very large group (either a majority or plurality) among the non-Western immigrants.</p>
<p>Still, Muslims make up such a small minority, why do people feel so threatened?  There are several reasons, but the fact that is usually ignored in this debate is that while Muslims might make up 4-6% of the Muslim population in Belgium, Sweden, Switzerland and Germany,  immigrants make up 20% of the population in those countries, and a majority or near majority in the larger cities, and this certainly affects the way the &#8216;locals&#8217; see their culture and identity.</p>

<p><span>How do migrants live in Germany? What jobs do they do? What sort of educational qualifications do they have? Are they active in sports clubs? And how long does it take them to find jobs? The report seeks to answer these questions by documenting the actual living conditions of Germany&#8217;s immigrant population on over 600 pages &#8212; from the cradle to pensioner&#8217;s housing.</p>

<p><span></span><br /><span>The paper reveals breakdowns in parenting and at schools, as well as in integration policies. For instance, migrants are not any more inclined to criminality than Germans if they have a residence permit. But the government has yet to come up with long term-rules on rights of residence. Above all it is in the field of education that the position of immigrants remains, now as it was before, appalling. The number of school dropouts has risen among immigrants, and they are almost twice as likely to be unemployed.</span></p>
<p><span>But other results are more encouraging, like the fact that immigrants are less likely to commit crime than previously and that they are increasingly becoming self-employed and starting their businesses.</span></p>
<p><span></span></p>
<p><span>&#8220;Germany must become a country of climbers &#8212; in all areas of society,&#8221; Böhmer said at the presentation of the report. But, she added: &#8220;We should not be satisfied yet,&#8221; concluding that there cannot be talk of equal opportunities for migrants having been achieved in Germany yet.</span></p>

<p><span>SPIEGEL ONLINE has outlined some of the report&#8217;s most-important results.</span></p>

<p><span><span>* Population: </span>In 2008, Germany had 82 million inhabitants of which 15.6 million were from migrant families. That is 19 percent of the total population. Additionally, 7.3 million of these were foreigners. More than a third of all children under five years of age had a migrant background. In larger cities this was much higher. In Frankfurt, more than 65 percent of children under six come from an immigrant family. The most popular religion among immigrants is Islam, with around 4 million Muslims. Of these, 45 percent have a German passport.</span></p>
<p><span><span>* Nurseries and Kindergartens: </span>More immigrants are sending their children to a nursury schools. Nonetheless, the average number of children with migrant backgrounds using these services nationwide is still 9 percent less than children with an ethnic German background using them. In 2008 in what were formerly the states of West Germany (excluding Berlin), 84 percent of immigrant children between the ages of three and six went to kindergarten. In 2007, it was only 73.5 percent. As for children under three with a migrant background, only around 9 percent went to a nursery school in 2008. For children whose parents were born in Germany, that figure was twice as high.</span><br /><span></span></p>

<p><span><span>* Schools: </span>The good news is that immigrant students are slowly catching up when it comes to school graduation. More children from migrant families are achieving higher school leaving qualifications, of an intermediate or advanced level. But 43 percent of migrants were leaving school with lower qualifications, such as a general certificate of secondary education, compared to 31 percent of those with German backgrounds. More devastating is the fact that in 2008, 13.3 percent of immigrants aged between the ages of 15 and 19 dropped out of school without graduating &#8212; a dropout rate twice as high as that of students with a caucasian German ethnic background. And the number of migrants dropping out of school has risen: In 2007, it was only 10 percent.</span><br /><span></span></p>

<p>&#8220;We want to jump over the shadows of fear, distrust and the issues of the day&#8217; NL 2023 write in an open letter to the &#8216;future cabinet&#8217;.  The initiative is not a political manifest, the group emphasizes, but a civil initiative of a group of bi-cultural Dutch who occupy a special position in society.  They could, they say, be a connecting link between the Dutch community and the migrant groups, both of which they know well.</p>
<p>Such a link is badly needed, the group says, referring to the outcome of the elections and the divided political landscape.  Their vision is not intended as a ready made product.  NL 2023 calls &#8220;as many Dutch as possible to respond to to our initiative&#8221;.  They want to join civil forces and to finally offer the future PM a broad-based civil manifest.</p>

<p>The group first showed up in March 2009 in the Volkskrant,calling itself &#8220;Young Professionals&#8221;.  They were annoyed by the grim debate in the Netherlands, by the rhetoric and one-liners and the lack of content.  &#8220;We remaining on our own with the problems, while the discussion should be raised to the level of solutions,&#8221; they said.  they noted that many people, both ethnic Dutch and immigrants, needed a new perspective.  Their plans weren&#8217;t concrete yet.  But the starting point was the thought that working on a joint vision for the future could influence the social climate in a positive way.  &#8220;Working together cultivates mutual trust.&#8221;</p>
<p>After publishing the article, there was a long silence from the group, which renamed itself NL 2023.  For months the members conducted behind-the-scenes talks with experts in various fields.  They spoke with economist Rick van de Ploeg, former minister of Development Cooperation Jan Pronk, former National anti-terrorism Coordinator Tjibbe Joustra, legal philosopher Paul Cliteur, football trainer Foppe de Haan, publicist Bart Jan Spruyt, the CEO of Schiphol Jos Nijhuis and others.  In closed conferences they presented the first building blocks of their vision and asked for feedback.</p>
<p>René Paas, then CNV chairman, warned in such a conference of the &#8216;blind spots&#8217; of the present.  In the 1960s it was thought that computers could never be faster. In short: &#8220;We know nothing of the future&#8221;. Nevertheless, Paas embraced the initiative.  He put it in the context of the American report &#8220;Global Trends 2025: A transformed World&#8221;, by the National Intelligence Council.</p>
<p>The report stressed that &#8220;fossilized Europe&#8221; would only survive economically if it succeeded in integrating its Muslim minorities.  In other words: we badly need the Moroccan, Turkish, Muslim workers.  &#8220;What is now considered a big problem, could be the solution.  Ethnic Dutch shouldn&#8217;t only embrace NL 2023 as a favor, but also &#8211; and maybe mostly &#8211; for their own interests,&#8221; says Paas, now chairman of Divosa, the association of social services managers.</p>
<p>In the open letter, NL 2023 write out their ambitions in various policy fields: education and upbringing, religion and public domain, art and culture, employment, sports, town planning, security and foreign policy.</p>

<p>In 2023 the Netherlands is a country where the background and religion of &#8216;the other&#8217; no longer matters.  We are all Dutch.  We proceed from the power of the difference.  The maximal use of civil power and the rule of law are important anchor points.  Politician or civilian, everybody has a moral responsibility to connect people, not to drive them apart.  The basic starting point is that everybody addresses each other in a respectful manner.  People apply their forces and talents on a local level.  People look at each other in the eye again, and the neighborhood merits a revaluation.  Social interaction on a neighborhood level leads to a shared system of values and norms (a &#8216;moral Esperanto&#8217;).  This leads to collective responsibility for one&#8217;s own living environment and with it the public domain.  It&#8217;s important that municipalities invest in this civilian power.  If all municipalities take this seriously, there will be a powerful, national, social structure and we&#8217;ll be more resilient as a country.  Civilians should feel more responsible for the well-being of their country.  Now the government is too often turned to.</p>

<p><span>Home Secretary Theresa May is expected to announce the move on Monday, as she launches a consultation process for deciding the level of the permanent cap. Earlier this week, Immigration Minister Damian Green said the government planned to reduce immigration levels back to 1990 levels.</span></p>
<p><span>Prime Minister David Cameron made immigration one of his key talking points in the run-up to last month&#8217;s election, promising to bring annual net migration down from &#8220;hundreds of thousands to tens of thousands.&#8221; Currently, Britain sees about 170,000 immigrants a year.</span></p>

<p>On Sunday Thousands of Chinese immigrants in Paris took to the streets   to protest their lack of security.  They say they are being mugged and   robbed by gangs of &#8216;youth&#8217; and that the police aren&#8217;t doing anything   against it.  The protest slogan was &#8220;Security for all, solidarity with   the Chinese of Paris&#8221;.  Signs with the slogans and &#8220;I love Belleville&#8221;  shirts were handed out in advance by the organizers.</p>

<p>Prior to the  protest, I got notice from a reader that the Chinese were  going to  protest because of  Muslim attacks against them.  I couldn&#8217;t  find much  information about that.  One reason is that the Chinese aren&#8217;t   interested in doing so.  The protest itself did not focus on any   specific ethnic group. In fact, the Chinese immigrants are making an   effort not to turn this into an &#8216;inter-ethnic&#8217; issue.</p>
<p></p>
<p>This might be due to the fact that they have a common interest with other groups of illegals in France.  They all fight for &#8216;regularization&#8217; together.</p>
<p></p>
<p>The second is that their lack of insecurity isn&#8217;t due to one ethnic group.  I found one discussion in a forum where one poster claimed that all attacks came from &#8216;Arabs and Blacks&#8217;.  This claim was challenged by another poster who said that he&#8217;d been attacked twice, both times by Whites.</p>

<p>What is uncontroversial is that the Chinese immigrants live in the eastern neighborhoods of Paris, alongside large communities of North-Africans and Black Africans, and that many of the muggings are committed by youths from those two groups.</p>
</p>
<p>The Chinese suffer most from muggings by gangs of youth, some are very young teens.    The French-Chinese organization <a href="http://www.huiji.org/">Huiji</a>, which was not one of the organizers, published the results of an internet survey they conducted  (<a href="http://www.huiji.org/Documents_divers/Enquete%20sur%20internet.pdf?f8e148d9130bca298f1d10f64c6033f8=fa29e423ac8a3a8e2046a960cf416957">PDF</a>,  FR).  According to that survey, about half of the perpetrators of such attacks are described as &#8220;North-African&#8221; or &#8220;Black&#8221; and several more are described as &#8220;foreigners&#8221;.  The survey also has a special section about police harassment.</p>
<p></p>
<p>The Chinese are vulnerable because many of them are <a href="http://online.wsj.com/article/SB118680079015394988.html">illegal  immigrants</a> who don&#8217;t speak French that well.</p>
<p>In addition, the  neighborhood of Belleville, where the protest was held, is spread over 4  arrondissements, and therefore also suffers from lack of a unified  approach to deal with the problem.</p>

They think that the Chinese carry a lot of cash on them, and that illegal immigrants won&#8217;t go to the police when they&#8217;re attacked.</p>
<p>Frédérique Calandra, the Socialist Party mayor of the 20th arrondissement agrees.  The illegal immigrants don&#8217;t have a bank account and the money is all in cash.  This attracted the attention of criminals, who according to Guillonnet &#8216;target those who have money, or those who they think have it.    [The victims] could just as well have been Blacks or Arabs.  It&#8217;s a question of money, not of racism.&#8221;</p>
<p>Taki Zhang, spokesperson for the 40 organizations behind the protest, repeats this sentiment.  It&#8217;s not due to racism.  The attackers are stealing because they want the money, and not because it&#8217;s from a certain group of people.</p>
<p>The protest was organized after a Chinese man was arrested for <a href="http://english.people.com.cn/90001/90776/90883/7031746.html">shooting  a mugger</a>.    The <a href="http://www.google.com/hostednews/afp/article/ALeqM5i4ZIlI_C2L_7SwhsNkNCL5DKGLvQ">AFP reports</a> about the protest as follows:</p>
<p><span>Paris police tear-gassed demonstrators from the city&#8217;s Chinese community Sunday when a march to protest a spate of violent robberies descended into scuffles after a demonstrator&#8217;s bag was stolen.</span></p>
<p><span>Police said some 8,500 demonstrators turned out onto the streets of city&#8217;s eastern Belleville district, where they called for &#8220;coordinated and concerted&#8221; action by the authorities against the growing number of attacks.</span></p>
<p><span>Trouble broke out as the demonstration was breaking up with scuffles erupting between a group of around a dozen youths and 50 young demonstrators, police sources told AFP.</span></p>
<p><span>According to multiple witnesses, the trouble started when a bag belonging to one of the demonstrators was stolen. Police were forced to intervene and three people were arrested, said the police source.</span></p>
<p><span>Police tear-gassed the crowd after objects were thrown at them, prompting demonstrators to overturn cars and block traffic in the area for several hours.</span></p>

<p><span>Belleville is an ethnically diverse district of the French capital that has seen an influx of Asian immigrants in the last 10 years.</span></p>

<p><span>According to organisers from French-Chinese organisations, who distributed 5,000 T-shirts and stickers saying &#8220;Security For All&#8221;, it was the largest demonstration by the Chinese community on record in France.</span></p>

<p>According to the French media, the protest ended with scuffles between Chinese youth and North African/African youth.   The riots started not just because a bag was stolen, but because the Chinese protesters caught the perpetrator and then the police let him go.  This was &#8220;too much&#8221;, according to one protester.</p>
<p>According to French reports, they turned against the police, threw objects and bottles at them and overturned cars.</p>
<p>Let&#8217;s summarize: A community of immigrants, quite a few of them in  the country  illegally, march for their community rights, waving flags of the  dictatorship they&#8217;ve run away from.  The protest ends with riots due to  anger at the police.   It&#8217;s not exactly clear who organized the  protests, either.  If they wouldn&#8217;t have been Chinese, I wonder how this  would have been reported.</p>
<p>Huong Tan, the head of one of the organizations behind the protest says that there are rogue elements on both sides.  They regret that the police did not stop the fighting, but they see the protest as a big success.
<p>Some in the neighborhood of Belleville didn&#8217;t like the fact that it was so Chinese oriented.  The owner of the Zorba cafe says that it would have been nice if the Chinese would have told others about it.  &#8220;Me, I&#8217;m Arab, but the lack of security concerns me too!  In the evening, I never leave my bar all on my own.  We could have protested by their side, it&#8217;s a subject which concerns everybody.&#8221;</p>
<p>A neighbor shares that sentiment: &#8220;It&#8217;s not just the Chinese who are attacked, you don&#8217;t need to exaggerate!&#8221;  Next to him a friend adds: &#8220;For years we know that the Chinese often walk with cash on them.  That makes them easy targets, especially since they&#8217;re known never to go to the police.&#8221;</p>
<p>Sitting in a cafe, several neighborhood residents have their own explanation: It&#8217;s a struggle for territory.  Today Belleville is becoming the Chinatown of Paris.  Seeing them take over the shops, cafes, betting shops creates tensions with other communities.  It&#8217;s taken them years until they&#8217;ve integrated and found internal balance.</p>

<p>In order to avoid the prospect of having the neighborhood disintegrate into conflicting communities, local officials decided not to let the situation continue.  The mayors of the 10th, 11th, 19th and 20th arrondisement decided to create a steering committee on this issue.</p>
<p>Anh Dao Traxel, the Vietnamese born adopted daughter of Bernadette and Jacques Chirac, meanwhile said that the government should respond immediately to attacks on Chinese, in the same way that they react to attacks on people of Jewish, Arab, African and European origin.</p>
